the developer/seller. They shall arrange the presence of a person from the public notary service which will prepare a document for you with a charge between 1500 to 4000 rmb based on the property value. You need to present them your valid passport and if there are more than one owner, you need to show evidence of your relationship with that person. A copy of marriage certificate is needed then if you are husband and wife. The whole process will take less than one hour if you pay with cash. Then, after paying the taxes and some transaction fee, you will get an Ownership booklet. If you are buying a used apt., the process is the same except you will be dealing with a real estate agent together with the individual seller and you will pay the agent 1% commission (the seller will also pay 1%) plus some fees and tax shared by both buyer and seller.
You may stay in China for three months regardless you buy the apt. or not. After three months you need to go to your local public security office to have it renewed (three more moths if needed). And I heard it can be renewed again. You may check with embassy for details because I heard it is changing for more months you may stay there. Good luck.
