I got my Beijing driver’s license in November, 2002 from顺义车管站. Here is some additional information based on my personal experience.
Answers to狼协’s questions.
否则从国外回去的还要找翻译公司，岂不笑话，这钱花的也冤。
The cost for a copy of “professionally” translated driver’s license is 50RMB. You can translate yourself. However, the translation has to be notarized (red sealed) by a translation company. In other words, you need to pay 50RMB no matter what.
另外国外回去的身份证件就是护照，并无身份证。这怎么办？
1. For Chinese nationals: bring the Chinese ID and the Beijing temporary resident card.
2. For foreign passport holders, bring the passport and a Chinese employment letter. You will not be able to obtain a Beijing driver’s license as a visitor. However, I have seen services offered on the English magazines such as the Beijing Weekly. These services will get you a grey market Chinese driver’s license (a valid license from small town) for 4,500 RMB – 6,000RMB a pop.
A Chinese driver’s license from any province will allow you to drive anywhere in China. So if you can not get the license in Beijing, you should try somewhere else, hint, and your hometown.
China does not recognize international driver’s license or any other courtier’s license.
The交通法规考试 is a written test. 100 multiple choice. 90 is the passing score. Most of the returnees should have no problem passing it.
After交通法规考试, you have to take the ROAD TEST. The cost is 150RMB / test. You can not use your own vehicle in the test. You have to use the vehicle provided by the 车管站. It is likely to be a beat-up Jetta or Santana and it is a shift gear.
Warming, ROAD TEST is difficult even for experience driver. Most of the new Chinese driver can pass this test by going to a professional training school. If you do not go to the driving school, you are likely to fail the road test.
I personally failed the test once. I have seen two cases. A guy who has driven in Japan for 8 years failed the road test 4 times and finally gave up. A professional Chinese military driver who has driven the DongFeng trucks in Tibet for 3 years failed the road test 8 times in a row.
I also saw a girl who passed the test the first time she took the test. She had 1 year of driving experience in the US and only learned to drive the shift gear for couple of month. Her recommendation: rent a vehicle, an instructor from the driving school and practice in the test field. The cost is 100RMB/hour for the vehicle and the instructor.
I took her advice and paid 100RMB. I rented the test vehicle and supervised by the instructor. I passed the road test second time.
I had my Beijing license immediately after I passed the road test.
