people give out equity for two reasons:
1. short in cash, but fail to borrow at lower cost.
2. have pessimistic prediction about the future based on inside info and want to share the reward/risk with outsiders (those stupid ones to rip off).
China might be rip off here. Anyway, it is not those officials' money.
